چکیده

Economic efficiency—understood in terms of jurisdictions providing a maximum amount of output for a given level of inputs—is one potential means to evaluate public policies. Various approaches, however, co-exist to measure the (technical) efficiency of organizations. Given that these rely on different underlying assumptions, it is important to assess whether, and to what extent, the approach taken affects the outcome of efficiency studies. This paper employs a data set of local governments in Flanders in 2000 to compare the three common approaches to measure (in)efficiency (i.e., free disposal hull, data envelopment analysis, and econometric techniques). Our results indicate that the methodological choices of instrumentation have a substantial effect on analytic performance measurement. Hence, assessing the robustness of the results across various approaches to efficiency measurement is crucial to avoid incorrect inferences.

Cost efficiency of Belgian local governments: A comparative analysis of FDH, DEA, and econometric approaches

The purpose of this paper is to analyze the efficiency of local governments in Belgium using a broad variety of non-parametric and parametric reference technologies. Specifically, we calculate indices of cost efficiency for five different reference technologies, two non-parametric ones (Free Disposal Hull (FDH) and variable returns to scale Data Envelopment Analysis (DEA)) and three parametric ...

Application of DEA and SFA on the Measurement of Agricultural Technical Efficiency in MENA Countries

The purpose of this paper is to investigate the levels of technical efficiency in agricultural sector of MENA countries by using Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA) approaches in 2007-2008. The results show that the total average of technical efficiency is as follows: DEABCC(0.770)>DEACCR(0.744)>SFA(0.479), and among all MENA countries, the best performanc...

Measuring Technical Efficiency of the Iranian Post Company Using Data Envelopment Analysis (DEA)

Given that improvement in efficiency is a major resource to economic development, this can be applied to each domestic sector of an economy. The objective of this paper is to measure technical efficiency of the Iranian Post Company across the country’s provinces using data envelopment analysis (DEA). The ranking of technical efficiency has been calculated by using collected data on post offi...

Complete Closest-Target Based Directional FDH Measures of Efficiency in DEA

In this paper, we aim to overcome three major shortcomings of the FDH (Free Disposal Hull) directional distance function through developing two new, named Linear and Fractional CDFDH, complete FDH measures of efficiency. To accomplish this, we integrate the concepts of similarity and FDH directional distance function. We prove that the proposed measures are translation invariant and unit invari...

Measuring the performance and returns to scale of forest management plans using data envelopment analysis approach (Case study; Iranian Caspian forests)

The aim of this study was to assess the relative efficiency of the Iranian forest management plans using the non-parametric method – Data Envelopment Analysis (DEA) as a well-known and robust technique for measuring the relative efficiency of organizations. The relative efficiency of forest management plans was calculated using the most frequency DEA models such as global technical efficiency (...
